State Transit's "Strategic Plan" - Not!

Sydney's government-owned bus operator, the State Transit Authority (STA), is seeking input from its staff on its so-called "Strategic Plan".

The Plan appears in the November 2004 issue of its house journal, "Transit Times", and contains just 132 words. The Plan consists of what might generally be described as motherhood statements. It opens with - "Strategic Plan - (Where State Transit wants to be) - Responding to the needs of our customers by moving them in the safest, most convenient and comfortable way." None of the so-called strategies is weighed against possible alternatives, is quantified, or is measurable. The competition, or the "enemy", at whom the strategy is directed, is not even identified.

There is no reference whatsoever to the impending eight-year long bus reform measures being introduced by the government following the Parry and Unsworth inquiries.

APT says - throw it away and start again. Give us a real strategic plan.
