Customer Engagement on Prices for Monopoly Services

In February 2012 the Independent Pricing and Regulatory Tribunal (IPART) issued a Discussion Paper on the subject of the extent to which providers of monopoly services engage with their customers on pricing decisions.

APT has responded with a submission generally supportive of the tone and substance of IPART's Discussion Paper.

We have highlighted the development of the transport ticket smart card, and the lack of consultation by its designers with potential customers. In particular APT has criticised the Public Transport Ticketing Corporation (PTTC) for its closed-door development. In IPART's view, the PTTC might not be a regulated business, but what the smart card allows or forbids will strongly influence the fares charged.

APT has also sympathised with IPART's concerns about the under-representation of ordinary, wage-earning public transport users, compared with those regarded as disadvantaged, both in the consultation process, and in the data provided by government and social welfare agencies.
