While IPART has given the government some flexibility with fares prior to the introduction of the OPAL smartcard ticket, it has not taken the opportunity to advance the cause of "integrated fares".
A person wishing to travel from Mortlake or Concord to the CBD can take a 439 bus all the way, or get a bus to Burwood and change to a train. The fares are quite different. They should not be.
A person wishing to travel from Toowong (Brisbane) to the Queen Street Mall would just buy a "ticket" and could use it on a train, bus or ferry. The fare is the same.
In no other capital in Australia can you still buy a train ticket. The others just have multi-mode travel tickets. If Sydney wants to be a global city, it needs to take some bold moves forward.
